RUSH: We welcome to our program Dr. Arthur Laffer, ladies and gentlemen, who has prepared a research paper on the Obama health care plan. I’ve admired your work, Dr. Laffer, ever since I first heard of you back in the late seventies, early eighties. It’s great to have you here.LAFFER: Well, thank you very much, Rush. It’s a pleasure.RUSH: By the way, I want to share something with you. You may not know this, but you are partially responsible for Obama becoming a community organizer, from chapter 7, page 54 of his book, Dreams from My Father: ‘There wasn’t much detail to the idea of community organizer. I didn’t know anybody making a living that way. When classmates in college asked me just what it was that a community organizer did, I couldn’t answer them directly instead I’d pronounce on the need for change, change in the White House where Reagan and his minions were carrying on their dirty deeds.’LAFFER: (chuckling)RUSH: You were a minion doing dirty deeds.LAFFER: A minion? Minion, minion! Oh, my gosh!RUSH: (laughs)LAFFER: I don’t know if you remember, Rush, but I was on your show in studio in Sacramento, California, many, many years ago.RUSH: Oh, that’s right. You know, you’re exactly right.LAFFER: You impressed me enormously then as well as today.RUSH: Well, I thank you very much for that. It’s mutual, then. I have a summary here of your findings. Let me just run through a couple bullet points and then you can take it and expand on this. ‘The current proposals being discussed in Washington, House and Senate, would raise the total federal government expenditures by 5.6% more than otherwise, adding $285.6 billion to the deficit in 2019, would increase national health care spenders by an additional 8.9%. After all this, it would still leave 30 million Americans uninsured.’ Fill in the blanks here for us.LAFFER: Well, you know, it’s a fairly straightforward thing. Without going through the specific numbers — although I’d be more than happy to do that — you know, whenever you separate people from the purchases they make… If you walked into a store and weren’t told what anything cost and you could pick out whatever you wanted free, you’re going to be squanders, you’re going to buy things that are way too expensive that you don’t want. I mean, one of the ways controlling costs is making people responsible for their own money, for their own expenditures and that is exactly what this program does not do. It makes the separation between the patient and the doctor and health services further and further removed, and takes away all control of costs. And, frankly, as P.J. RUSH: All right. So look at that headline right there: “Republicans and Democrats Clash Over Police Reform.” You know what this is about? This is about an actual piece of legislation that is being argued and debated in the United States Senate.And I did a double take because that’s not how laws are made in our country anymore. The Senate and House don’t actually do anything anymore ’cause they’re all afraid to. Our laws come from regulators, unelected bureaucrats and our judges, as has just been demonstrated by these Supreme Court decisions.Josh Hawley from Missouri got it exactly right when he was complaining about Gorsuch and the decisions on the sexual discrimination cases being lapped into the 1964 Civil Rights Act. You know, to put this in perspective, to show you how we conservatives — look, folks, I don’t want to dispirit you here. I’ve already got a story here of polling data — well, a poll shows that half of Americans are unhappy. Let me find the actual headline. Yeah. “Americans Are the Unhappiest They’ve Been in 50 Years.” Not half of Americans. The unhappiest they’ve been in 50 years. RUSH: the Supreme Court rule today that states can no longer be judged by voting discrimination that went on decades ago. This is a decision that marks the end of a major civil rights-era reform, the Voting Rights Act. A 5-4 ruling, and it rewrites a key element of the Voting Rights Act of 1965, which for 50 years has given the federal government unprecedented say in everything, from how states draw their congressional maps, to where they place polling locations. He thinks they don’t really want him gone, and he thinks they don’t really want his lieutenant governor to sit in in the governor’s chair if they’re forcing him out. RUSH: Oh, do you know what I heard right before the program started? This is another great illustration of a point that I’ve been making for I don’t know how long. A quarterback in the National Football League — and I didn’t see it. It was not videotaped so I don’t know who it was. But a current quarterback in the NFL actually said, “Look, I don’t want to get political, but I would like to get back to work.”Now, when the hell did going to work become political? Right now — right here, right now — and who has made this possible? Joe Biden and the Democrat Party, all these mask-wearing freaks demanding that you use the symbol of fear, demanding that everybody wear the symbol of fear. I know why some people believe in masks, and it’s because of the success that we’ve had at grocery stores.You know, from the beginning of this, people have been able to go to the grocery store, and there has not been the widespread infections of coronavirus in grocery stores. People had to go there, and they had to go to pharmacies, and there hasn’t been a lot of infection spread. So those people in the grocery stores were all wearing masks and gloves and so the theory is that wearing the mask, wearing the gloves helped stop the spread. RUSH: We’re gonna get to the Ukraine business, it’s gonna be the focus here. That happens to be the soap opera story. Actually, it’s not the soap opera story. This is Putin running rings around us. There’s no question what’s going on here. Vladimir Putin’s reassembling the Soviet Union. And this is something — I’ve got the sound bite — I predicted this back in 2008. And all the smart money in Washington, inside the Beltway — we’ve got these sound bites, too — they’re shocked that Putin is trying to reassemble the Soviet Union. They can’t believe it.Even Lurch — this guy, John Kerry, is shocked that Putin is actually conducting a ground war. Listen to this. Grab number 17. Let’s just get this out of the way ’cause I think it’s hilarious and it is indicative of how just outclassed we are. We’re clueless. This generation of leaders is literally clueless about our enemies. Remember something you were taught early on in this program. The purpose of any military is to kill people and break things. It’s not to advance anybody’s social agenda. It’s not a laboratory for the left’s social ideas or playgrounds. It is to kill people and break things, and the second rule is that the aggressor in any conflict sets the rules. And if they violate an existing rule book, then so be it. The aggressor sets the rules, and right now, Putin is setting the rules.I went back and did some research. In 1979 when the Soviets invaded Afghanistan, ’79, ’80, they did it at Christmastime, when we were all distracted. Putin goes into Ukraine, after, by the way, colonizing Georgia. They got Georgia back now. Remember Shalikashvili and South Ossetia? Well, they got Georgia back and they’re marching now. And when did Putin do it? He sent the troops in during the Olympics that he hosted, that NBC televised and the world was watching. And then after that he continued this buildup last night during the Oscars. That is strategy. The headline is: “No, Ted Cruz Did Not Invent the Term ‘Undocumented Democrat.'”Apparently Senator Cruz has been running around, after this spat with Marco Rubio on immigration and amnesty and legalization, Cruz has been using the term “undocumented Democrat” instead of “illegal alien” as a means of demonstrating what the Democrats’ interest in this whole thing is. Andrew Cuomo on Monday proposed cutting the penalty for public possession of a small amount of marijuana, a change in state law that would defuse some criticism of the New York Police Department’s stop-and-frisk policy in minority communities. And as I got thinking about it, I said, ‘Man, I hope I can get Rush today because I need his input on this,’ and I’m thinking, ‘Well, the House is now Republican so it’s really not gonna matter as far as legislation goes,’ but I’m thinking, ‘The Senate does all the judicial and federal nominations, approves them,’ and I’m thinking that since Obama’s agenda is really going nowhere legislatively, that the Democrats are looking at this as a way to load the courts with as radical judges as they can to try to keep their agenda moving forward.RUSH: Well, now —CALLER: What do you think?RUSH: — you know, you are incredibly shrewd, and I mean this. You are incredibly shrewd. I just want to bring one small correction. Their desire to get rid of the filibuster in the Senate goes beyond judicial nominations. They really want to get rid of it. They’ve lost and the filibuster is now an obstacle. So of course, ‘It’s outdated, it’s outmoded, it’s a fetish, and we have to get rid of it. We’ve gotta get rid of this requirement that says we have to have 60 votes to get anything done. That’s just antiquated.’ It held them back. So they’re serious about it in terms of legislation. RUSH: I have to admit, my friends, I’m a little confused about certain aspects of the situation here involving Mark Foley and the page. Now, the school system, the public school system has since the late eighties been teaching us that kids are going to have sex, we can’t stop ’em, it’s not our business to stop ’em. I mean, we’ve gone so far as teaching them to use condoms with bananas, or in some cases peanuts, cucumbers, but peanuts, too. You have to give them all life possibilities out there. And we had parents out on Long Island who are inviting their kids to have their boyfriend or girlfriend spend the night at the house because it would be cleaner and safer than if they were conjugating in the back seat of the family sedan. They went so far as to say we might even put a pack of cigarettes on the nightstand so that you can have a smoke after you have sex. Now I realize that that’s sex among teenagers, but the public education sex ed. program does not say that it’s wrong. You start talking abstinence to them, and they go nuts. Yeah, easy for you to say. We can’t stop these kids, so we gave ’em condoms to encourage the risky behavior. Now, the liberals also tell us that sex and gender issues are just lifestyles, not choices. Maybe choices in the case of sex changes like the chopadickoffame and the adadictomy, but these are just lifestyle things, gender and so forth, we’re not to condemn. Any two people can love each other, any four people can love each other. You can define your family however you want, including your animal or animals. This we have been taught by the tolerant left among us. Kids can have sex, too. Not with somebody just in their age-group, alternative lifestyles, but not if the person is sexually active but younger, apparently. So we find here that there are limits. The New York Times had an editorial on Sunday that just totally misses the point, but, boy, is it expressive and illustrative.First off from Reuters, dateline Dubai. “An Iraqi militant group led by al Qaeda vowed a war against the ‘worshippers of the cross’ in response to a recent speech by Pope Benedict on Islam that sparked anger across the Muslim world. The statement was made in an Internet statement by the Mujahideen Shura Council, an umbrella group led by Iraq’s branch of Al-Qaeda, said, ‘We tell the worshipper of the cross (the Pope) that you and the West will be defeated, as is the case in Iraq, Afghanistan, Chechnya… We shall break the cross and spill the wine. … God will (help) Muslims to conquer Rome. … God enable us to slit their throats, and make their money and descendants the bounty of the mujahideen.” Yeah, this is a peaceful religion, there’s no question about it. Daley, who vetoed the ordinance this week saying it would cost the city jobs and hurt people who need those jobs the most, was able to convince enough aldermen who voted in favor of the ordinance in July to change their votes. Taliban — and there’s a picture of it. “Taliban terror leaders who had gathered for a funeral – and were secretly being watched by an eye-in-the-sky American drone – dodged assassination because U.S. rules of engagement bar attacks in cemeteries, according to a shocking report. “U.S. intelligence officers in Afghanistan are still fuming about the recent lost opportunity for an easy kill of Taliban honchos packed in tight formation for the burial…” NBC had the pictures. It looked like there might have been a hundred and ninety of them there! “The unmanned airplane, circling undetected high overhead, fed a continuous satellite feed of the juicy target to officers on the ground. ‘We were so excited. I came rushing in with the picture,’ one U.S. Army officer told NBC. But that excitement quickly turned to gut-wrenching frustration because the rules of engagement on the ground in Afghanistan blocked the U.S. from mounting a missile or bomb strike in a cemetery, according to the report. Cooper said, ‘Everybody seems to admit, look, there’s no military solution, and yet politically there’s hardly any civilians on the ground in a lot of these areas, and the Afghan government is riddled with corruption. We’re trying to bolster in these areas a government which has not represented its people.’WARE: We’re not at the point where we could lose this war. This Taliban will continue to fight as long as US troops or foreign troops want to be there. So the whole idea is to put enough military pressure on the Taliban war machine to parlay that pressure at the negotiating table or to bring a political solution. My apartment’s got an old media room in it, it’s got a laser disk player in it, but it doesn’t have a DVD. Well, actually it has a DVD player in it, but the TV doesn’t work. The projector does, and it’s the only room in the house where there’s a DVD player, and I can’t watch DVDs on computers because I can’t hear well through computer speakers. So I watched it. It’s four hours. I have the DVDs right here. I’m holding them in my formerly nicotine-stained fingers. I watched on the plane flight home last night. I watched part of the first one. Did Trump campaign frequently, reliably promising there would not be any U.S. military intervention abroad? That’s another question I must put to you Trumpists.I realize a lot of people interpreted that that is what Trump meant when he said, “Put America first,” and he was talking about NATO. With NATO he never said NATO had to go away. He just said the people running it are not paying their fair share, and we’re not gonna continue to pay way beyond our share here. I have a quote here from President Bush on April 28th of 2003. May I read that quote to you? “Iraq can be an example of peace and prosperity and freedom to the entire Middle East. It will be a hard journey. But at every step of the way, Iraq will have a steady friend in the American people.” I am not aware of the president — well, I’m not aware of myself ever thinking this was going to be a cakewalk, and I’m not aware of the administration making the case. I think that mission accomplished banner on board the aircraft carrier, some could say that was misleading, but the mission at that time was accomplished. That was getting rid of Saddam. The war in Iraq actually was quite successful and didn’t take very long. It is the aftermath, the quest for peace, so to speak, that is taking a long time. We know this. The peak is in the middle of September. NOAA “said the 2006 season could produce between 12 to 15 named storms, with seven to nine becoming hurricanes and three or four of them being classified as ‘major’ hurricanes that could threaten the U.S. Atlantic and Gulf coasts.”Now, you know, I want to be very careful here because these people have a tough job. They have incredible expectations placed on them, and those expectations are not helped by all the media hype about hurricanes and disasters and so forth, but come on. Does anybody really expect that they can tell you in April or March what’s going to happen in a hurricane season? They think they do, but the best that we can do is issue a wild guess based on data that we have collected and analyzed in computers over a number of years in the past. RUSH: I just got this, and I’m not able to study it and really make a whole lot of sense out of it. It’s a Pew survey on who watches television and what the partisan political split of various TV show audiences is and all. You get down to what the Pew — P-e-w — survey of this stuff, you get down to one section, who’s got the smartest, who has the most knowledgeable audience, and on television — just listen to what this says. ‘On television, The O’Reilly Factor, has the most knowledgeable audience, 27% of the audience are college grads, which matches the national average,’ but, but:Only three audiences in the Pew survey scored higher on high knowledge than O’Reilly at his Factor TV show. Regular readers of The New Yorker and the Atlantic, regular Rush Limbaugh listeners, and regular Weekly Standard and New Republic readers. I don’t know if there’s anybody above that. I don’t have that, because radio and this stuff is not part of the survey, at least from the website that I’m reading this from. But I have always known it. RUSH: AP: ‘The City Council brushed aside warnings from Wal-Mart Stores Inc. to approve an ordinance that makes Chicago the biggest city in the nation to require big-box retailers to pay a ‘living wage.’ The ordinance, which passed 35-14 Wednesday after three hours of impassioned debate, requires mega-retailers to pay wages of at least $10 an hour plus $3 in fringe benefits,’ $3 in fringe benefits? ‘by mid-2010. It would only apply to companies with more than $1 billion in annual sales and stores of at least 90,000 square feet. ‘It’s trying to get the largest companies in America to pay decent wages,’ Ald[erman] Toni Preckwinkle said.’No, it’s not.‘The minimum wage in Illinois is $6.50 an hour and the federal minimum is $5.15. Mayor Richard M. Daley and others warned the living wage proposal would drive jobs and desperately needed development from some of the city’s poorest neighborhoods and lead giants like Wal-Mart to abandon the city.’ It’s exactly right. Wal-Mart will ring the city. Wal-Mart will surround the city, but they will not go there. (Laughing.) Rush: You may have heard that the Big Ten conference announced some time ago they weren’t gonna play college football this year. You know why? I was invited to address the freshman class of the 1994 Republican congressional caucus, because those freshmen members in large part thought that I was responsible for their victory given the program at the time and discussing their candidacies all over the country and so forth. They made me an honorary member of the freshman class of 1994, actually ’95 when they were inaugurated. They asked me to come down and make a speech to them. I went down there to the Camden Yards. This was on C-SPAN, and I got up, and one of the things I said to them was, ?Do not fall for the temptation that the media here in this town is happy that you won and happy that you’re here. They are not. This is a Democrat-run town. It’s a liberal-run town, and you have gotten in the way of the natural order of things — and as such, you are going to be treated accordingly. Should there be, how should it be organized and so forth. I, at the time, trying to help the U.S. military, decided to come up with something called the All-American First Cavalry Amazon Battalion. There are some things that I knew. I learned these things late in life. But I’m told that — and Molly Yard, who was the leader of the NOW gang at the time, was the inspiration for this, the All-American First Cavalry Amazon Battalion.We all know that PMS is a dreaded, dreaded thing. My thing was that if we could have a battle-ready contingent, women in combat during that particular time of the month, nobody could beat us. We can roust anybody. We could defeat anybody. But what would we have to do to make sure that we always had, at a moment’s notice, a battle-ready contingent of women with premenstrual syndrome… Premenstrual syndrome? That’s when I learned that these menstrual cycles can synchronize if women are grouped together in barracks, dormitories, or whatever. Aug 3, 2020How about this, folks. Ratings crash for the NBA, for Major League Baseball after protest-filled debuts. Who was it that predicted this was going to happen? I think it was your host. As the NBA and the Major League Baseball returned from their coronavirus imposed hiatus, it appears that television viewers are not interested in what the increasingly woke leagues have to offer. With both baseball and basketball draped in all sorts of Black Lives Matter and social justice symbolism for their opening games, a substantially smaller number of fans tuned in to the rest of the league's games. The openers did okay, but after that (raspberry).  So, folks, it is clear the American people, maternal, have no interest in watching BLM all on her the pitcher's mound, Black Lives Matter all over the signage in ballparks, they don't want to tune in and watch a bunch of players kneeling during the American national anthem. They just don't want to see it. And I hope the people of the NFL are watching this. I hope the people at the -- I doubt it because I think Twitter runs American sports now. I think Twitter and Nike are running professional sports.But I'm telling you these ratings crashes have nothing to do with the fact there are not any fans in the stadiums, have nothing to do with -- it's the American people just don't want to be preached to by a Marxist, pro-communist organization while they are trying to get enthused and excited about the return of major league professional sports. It's not complicated to understand at all. They are still out pushing the idea that Trump stole that election with the Russians. They are still pushing.They have done more to tarnish the reputation, the image, the sanctity of the American electoral system than any saboteur could. The Democrat Party has done more to ruin the perceived honesty and integrity of our electoral process than anything Vladimir Putin could. And it’s a shame because there is no way — and I want you to listen to me here — there is no way to rig a presidential election the way they are claiming Trump did.Now, you would need a really close election where the Democrats could say we need an additional 50,000 votes in Cook County or we need an additional 80,000 in West Virginia, and you delay closing in those places and you manufacture the votes. But to go in and rig the election before Election Day to make sure that no matter what happens your guy is gonna win, it’s not possible folks. It simply isn’t possible and no less than Barack Hussein Obama has made this point. And yet the Democrat Party has done everything it can to make people in this country believe that’s exactly what happened, that the Russians wanted Trump, and so they made it happen. Dr. King, one of his most famous passages was that he hoped that his kids someday would grow up in a country where — I’m paraphrasing — the content of their character was the single greatest determining factor about the kind of people they were, rather than the color of their skin. Now, Dr. King — and I have no problem saying this at all — Dr. King would not recognize the modern iteration of the Democrat Party.He did believe in nonviolence.
