Is Jeor Mormont a good Commander of the Night's Watch?

Jeor Mormont was the father of exiled knight Ser Jorah Mormont and the Lord Commander of the Night's Watch. He was killed at Craster's Keep by his own men after they rebelled against the Lord Commander for not standing up to Craster.
